What a political counselor does depends very much on the environment where he or she works, but there are some functions which they all perform. It is divided into 4: Upwards, downwards, inwards, and outwards for easy reference. Upwards: In this supporting your principle by providing counsel on political and policy matters. This is commonly thought of as a political councilor’s core function. Downwards: This consists of maintaining contacts with the rest of your principal’s ministry. Sometimes maintaining these contacts with the rest of the organization is done by the chief of staff. Outwards: Implement your principal’s policy externally. This is mostly about engaging with external affairs on behalf of the principal. ‘Outward can also entail speaking at public events. Inwards: This consists of managing the relationship between your principal and the higher deck within the organization.
